I would gather health stats over the course of five years from people that are within current "healthy" BMI ranges and people that are above and below the guidelines. Monitoring various aspects of their health over a period of five (to ten) years would allow researchers to see if current BMI ranges should be changed.
create a random control and intervention group. Intervention is healthful eating ( MyPlate), and activity (30 minutes of activity a day). Periodically measure biometrics and note if they are improved in those who are weight stable as well as those who lose weight. Theory- it is healthful behaviors that cause improvement in bio-metric measures of BP, BlGlu and cholesterol, not weight loss per se.
